Shepparton Golf Club Cart Use Policy

Preamble:

As at April 2013, Shepparton Golf Club has at least 60 golf carts that can use the course (including the golf professional’s hire carts). This had previously been limited to 50 by order of the General Committee.

Shepparton Golf Club must have guidelines in place to protect the course and also to preserve the potential of the club/golf pro to generate revenue via cart hire, both now and in the future.

Shepparton Golf Club recognises that there are a number of members waiting for positions in the cart storage shed and a fair and equitable method of rotating these positions must be found.

Cart use causes significant wear to the course. Shepparton Golf Club should raise appropriate revenue from cart use to assist with course maintenance and improvements to and development of cart paths where they are needed.

Cart Licensing Arrangement:

The Shepparton Golf Club will limit to 60 the number of private carts.

Privately owned carts will incur an annual Cart Licence fee, due October 1 each year.

Failure to pay all fees in full by January 1 each year will result in forfeiture of the Cart Licence.

Licences are not transferable:

-When a licence becomes available it will, providing the number of total licences (as determined by the committee each year) is not exceeded, be offered to the next person on the waiting list.

-The offer must be accepted in writing to the office within 7 days and all relevant fees and a certificate of insurance must be finalised within 30 days of the offer.

-Pro rata arrangements will apply.

-If the offer is declined, the licence will be offered to the next person on the list and so forth.

-Declining a licence does not change the member’s position on the waiting list.

-NOTE: If the available licence is associated with a cart storage place then the licence shall be offered to the next person on the cart storage waiting list.  See Cart Storage Shed below.

The Shepparton Golf Club will recognise only 1 nominated owner of each cart.

The nominated owner is responsible for all fees and insurance related to the licence.

The nominated owner must have met the medical certificate requirement as set out below.

The nominated owner must be a financial playing member of the Shepparton Golf Club.

The nominated owner will furnish a certificate of currency for appropriate public liability insurance to the SGC office (the office) at time of payment of licence fee.  Payment for licence fee will not be accepted unless accompanied by the insurance certificate.

The nominated owner will be responsible for any damage caused by the user, or damage by the golf cart to Shepparton Golf Club’s property or the property of its members, visitors or guests.

A registry of cart licences for each year will be maintained by the office.

A registry of a waiting list for cart licences will be maintained by the office.

To be placed on the waiting list a person must be a financial playing member of Shepparton Golf club and have met the medical certificate requirement below.

Licences will only be issued to financial playing members of Shepparton Golf Club.

Temporary licences at no charge may be granted to visitors competing in pennant or tournaments upon presentation of insurance validity to the Golf Professional.

Eligible users:

The nominated owner and his/her legally recognised spouse and their children can use the cart on the course provided they are all financial members of Shepparton Golf Club.  The nominated owner is the only family member required to have met the medical certificate requirement as set out below.

The nominated owner of the cart may choose one other financial playing member of Shepparton Golf Club to be allowed use of their cart on the course.  This extra user must meet the medical certificate requirement as set out below.

All people that will be nominated users of the cart must be named at the time of registration each year.

A cart can only be lent to non-eligible people if granted permission by the Golf Professional.

Medical Certificate Requirements:

New applications are to be made in writing to the office and will be handled by the office manager.  The application will be accompanied by a certificate from a registered medical practitioner stating that the applicant requires a cart for golf purposes.

The application will be presented to general committee for consideration.

The applicant will be informed as to the outcome of their application as soon as is practical, and if successful, will be advised of their placement on the waiting list – and where they sit numerically.  The decision of the General Committee is final and no reason needs to be given.

Waiting list registrants are reminded that they can hire a cart until a licence becomes available for them to use their own cart.

Cart Shed Storage:

A registry of cart shed occupants will be maintained by the office.

A waiting list for places in the cart shed will be maintained by the office.

Applications for a cart shed waiting list spot are to be made to the office in writing.

No unlicensed carts shall remain in the storage shed.  From the time the recognised owner of the cart fails to meet the licensing requirements he/she has 7 days to remove the cart and all personal effects from the allocated space.  Failure to do so will result in removal of the cart at the owner’s expense.

Spaces in the Storage Shed are not transferable:

Fees:

$52 per year for a general use cart licence.

Carts in storage:

$280* per year for petrol cart storage.

$340* per year for electric cart storage

(*includes $50 general licence fee)

All fees exclude GST

Fees to increase on October 1 each year by CPI (as at June 30 each year) rounded up to nearest $5.

Miscellaneous:

The office manager is responsible for maintaining relevant lists and allocating licences as they become available.
